Anonymous - The “paint” effect is a photoshop brush preset (sorry I forgot the name of the brush but try searching it on brusheezy.com) Then in Photoshop, create a layer for the brush then create another layer for the picture. Place the picture layer at the top of the brush layer then right click the layer and choose “Create clipping mask” then that will do the trick ;) Just position the picture at the center of the brush. Oh, and thank you!
